Expect cycles of panic and reassurance. Serious enforcement would fracture elite coalitions. Total permissiveness would threaten capital flight. So LA stays in the middle. Enough disorder to anger residents. Not enough to scare off investors.

Cultural dominance continues even if civic trust falls.
LA remains America’s image factory. Film, streaming, music, influencer culture, and aesthetics still originate here. Alliance Theory says symbolic power can persist even when local legitimacy erodes.

Climate adaptation favors elites first.
Water scarcity and heat will be managed asymmetrically. Wealthy areas get insulation, private mitigation, and political protection. Poor areas absorb risk. This widens alliance distance but does not force systemic change.

What would actually threaten LA.

A unified elite exit across entertainment, capital, and ports at the same time. That is unlikely. These alliances depend on each other’s presence.

A federal override that imposes order at scale. Also unlikely without a national crisis.

Alliance Theory says Los Angeles is stable as an elite platform and unstable as a shared civic project. It will remain rich, influential, and culturally central while feeling increasingly unlivable to people without alliance protection.

LA is not dying. It is sorting.
