Carl Schmitt & The Exclusion Of Difference

ESSAY: Australian racial exclusionism was taken up by German political theorist, Carl Schmitt, in the preface to the second (1926) edition of his book, The crisis of parliamentary democracy. Schmitt argued that democracy is inherently exclusionary in some way, and should not be confused with liberalism, which he saw as inclusive. In this context, he wrote:

“Every actual democracy rests on the principle that not only are equals equal but unequals will not be treated equally. Democracy requires, therefore, first homogeneity and second—if the need arises—elimination or eradication of heterogeneity.”

Australia, Schmitt thought, was an excellent illustration of this general principle. He noted that it used its immigration laws to exclude potential immigrants who are not the ‘right type of settler’. And he drew on Myra Willard’s classic book, A history of the White Australia Policy, which defended the policy as it narrated its history, and which had appeared just three years earlier. He quotes from Willard in an endnote:

“National self-preservation is the object of the policy. Australians feared that non-European immigration … might radically alter, perhaps destroy, the British character of the community. They knew that racial unity, though not necessarily racial homogeneity, was essential for national unity, for the national life. The union of a people depends on common loyalty to common ideals … to preserve the unity of their national life, a people can admit emigrants from alien races only if within a reasonable time they show a willingness and a capacity to amalgamate ideally as well as racially with
them … [Australians] believed that at present non-Europeans of the
labouring classes have neither this willingness nor this capacity.”

Carl Schmitt In China

Report: The ideas of Carl Schmitt (1888-1985), a man known as ‘the crown jurist of the Third Reich’, have enjoyed enormous currency among mainland Chinese scholars since the 2000s. The role of prominent academics such as Liu Xiaofeng 刘小枫, Gan Yang 甘阳 and Wang Shaoguang 王绍光 in promoting Schmitt’s ideas, and the fact that his theories on the state help legitimise one-party rule, have ensured that China’s ‘Schmittian’ discourse has been both fashionable and profitable (the usually heavy hand of the censors touches only ever so lightly on articles and books inspired by Schmitt).

Schmitt joined the German National Socialist, Nazi, party in 1933 when Adolf Hitler became Reichskanzler of the Third Reich and enthusiastically participated in the purge of Jews and Jewish influence from German public life. The anti-liberal and anti-Semitic Schmitt was a keen advocate of National Socialist rule and he sought to become the Third Reich’s official legal theorist. By late 1936, however, articles in the Schutzstaffel (SS) newspaper Das Schwarze Korps accused him of opportunism and Catholic recidivism. Despite the protection of Herman Göring, Schmitt’s more lofty ambitions were frustrated and thereafter he concentrated on teaching and writing.

Schmitt’s stark view of politics has attracted much criticism and debate in Euro-American scholarship. Thinkers on the left are ambivalent about his legacy, although despite the odeur of his Nazi past, he remains popular among theory-seeking academics. They see Schmitt’s ideas as deeply flawed while acknowledging his acuity and studying his writings for the insights they offer into the limitations of liberal politics, even as they impotently argue from the lofty sidelines of contemporary real-world governmentality.

In China, the reception of Schmitt’s ideas has been more straightforward; after all, even Adolf Hitler has enjoyed a measure of uncontested popularity in post-Mao China. Mainland scholars who seek to strengthen the one-party system have found in Schmitt’s writings useful arguments to bolster the role of the state, and that of the paramount leader (or Sino-demiurge), in maintaining national unity and order.

To date, Schmitt’s Chinese intellectual avatars have neglected a few key concepts in the meister’s oeuvre that could serve well the party-state’s ambitions under Big Daddy Xi Jinping. We think in particular of Schmitt’s views of Grossraum (‘Big Area’), or spheres of influence. Inspired by his understanding of the Monroe Doctrine propounded by the US in support of its uncontested hegemony in the ‘New World’, Schmitt’s Grossraum was to justify the German Reich’s European footprint and legalise its dominion. As China promotes its Community of Shared Destiny 命运共同体 in Asia and the Pacific (see our 2014 Yearbook on this theme), the concept of spheres of influence is enjoying a renewed purchase on the thinking of some international relations thinkers. See, for instance, the Australian scholar Michael Wesley’s unsettling analysis in Restless Continent: Wealth, Rivalry and Asia’s New Geopolitics (Black Ink, 2015).

Arabs Aren’t Suited For Democracy

Martin Van Creveld writes:

Let’s finally cease kidding ourselves. Arab countries, all of them without exception, are backward. Most are still tribal. That means that they are organized on lines other, more developed countries, have left behind centuries ago. Very few have what one would call a civil society consisting of a solid middle class. None has ever known the meaning either of democracy, or of the rule of law, or of human rights, or of freedom as Westerners understand it. During the middle ages they set up a brilliant civilization, or so historians say. Next, however, they missed the Renaissance. And the Reformation; and the Scientific Revolution; and the Enlightenment; and democracy in the form of the American and French Revolutions; and finally the Industrial Revolution as well. Not to mention the great and glorious Feminist Revolution, of course. Apart from that, they are the most progressive people in the world. Especially when yelling Allahu Akbar before sticking a knife into someone, or shooting him, or blowing themselves up.

Such is the situation. That is why, when it comes to an Arab country, the choice is always between a dictator—either hereditary or other, either with a moustache or not—and anarchy. A dictator may mean war. But that is something which, as the Israeli-Arab wars and the two successful campaigns (1991 and the first few weeks of 2003) against Saddam Hussein have shown, can be handled if necessary. What the West, and indeed the world as a whole, cannot handle is anarchy and the terrorism it spouts indiscriminately in all directions.

Will the idiots, and I don’t mean the Arabs of whom nothing can be expected, ever, ever learn?

Black Student Assaults Teacher

ST. PAUL, Minn. (KMSP) – A St. Paul, Minn. high school teacher is recovering from a traumatic brain injury after he was assaulted by a student while attempting to break up a fight in the school’s cafeteria on Dec. 4.

Two Central Senior High School students were fighting over who had better football statistics in the school’s cafeteria. Witnesses told police the victim was one of several staff members attempting to break up the two students. He was trying to keep 16-year-old Fon’Tae O’Bannon from joining the fight when O’Bannon attacked him, according to the criminal complaint.

Witnesses said O’Bannon slammed the teacher into a concrete wall. He then picked him up and began to strangle him, at which point the teacher blacked out for 10 to 20 seconds, according to police. Other school staff members eventually gained control of O’Bannon and ended the assault.

Rewriting America’s Immigration History

Steve Sailer writes: Perhaps what America needs now is a rewriting of the history of immigration in which the role of Jewish ethnocentrism in shaping today’s ruling mindset is forthrightly celebrated as a victory of Jewish ethnocentrism: e.g., Emma Lazarus wasn’t calling for letting in a lot of hot-headed Muslim anti-Semites, she was calling for letting in a lot of her fellow Jews. She wasn’t actually acting on universalist principles, she was just exploiting WASPs’ vulnerability, their weakness for idealistic spin.

Letting in millions of anti-Semite foreigners today is thus not the fulfillment but the betrayal of what Lazarus and other Jewish-American ancestors worked for.

COMMENTS:

* This whole “nation of immigrants” schema is arguably a Jewish cultural imprint on Americana. Before the 20th Century, Americans understood themselves to be a nation of settlers.

* Evidence for this is, actually, everywhere, if we care to look. Consider Obama’s recent public praise of a Syrian refugee, saying, “You are what makes America great.” (ABC News).

What?? A Syrian refugee who has lived in the USA for a very short period “makes America great”?! He literally hasn’t done anything…Yet it makes perfect sense in the context of the OP here.

WWII U.S. vet honored for saving 200 Jews

During WWII, Germany treated its Western prisoners humanely (Germany signed the Geneva Conventions, while the Soviet Union did not). Less than 1% of Western troops died in German prison camps, and most of those were from wounds they sustained before they were captured. Jewish prisoners weren’t singled out.

Newser: (NEWSER) – Roddie Edmonds is the first U.S. soldier to receive Israel’s Righteous Among the Nations honor, 70 years after he risked his life to save 200 Jews. The native of Knoxville, Tenn., was captured in the Battle of the Bulge in late 1944 and held at German POW camp Staleg IXA, according to Yad Vashem Holocaust Museum. When the Nazis ordered all Jewish-American POWs to step forward on Jan. 27, 1945, Edmonds — the highest-ranking noncommissioned officer at the camp — ordered 1,000 U.S. soldiers to do so, regardless of their religion, per the AP. “They cannot all be Jews,” a German commander said, per Yad Vashem. “We are all Jews here,” Edmonds replied, adding soldiers didn’t need to divulge their religion under the Geneva Conventions. The commander then put a gun to Edmonds’s head.

He said, “‘I’ll give you one more chance. Have the Jewish men step forward or I will shoot you on the spot,'” Edmonds’s son, the Rev. Chris Edmonds, tells NPR. “They said my dad paused, and said, ‘If you shoot, you’ll have to shoot us all.'” The commander yielded. Chris Edmonds believes his dad’s move saved 200 lives. Edmonds died in 1985 and his untold story nearly died with him. How it surfaced is fascinating: Some time after his father’s death, Chris Edmonds read an article about Richard Nixon’s purchase of a tony Manhattan townhouse from a man named Lester Tanner — who mentioned that Edmonds saved his life. The son then embarked on a quest to find Tanner. Edmonds was honored on Wednesday as only the fifth American to receive the Israeli honor, the country’s highest for non-Jews who undertook heroic acts in WWII. He is now being considered for a Congressional Medal of Honor.

Over 10,000 Jews Sign Registry Saying ‘Never Again’ To Donald Trump

Blog: Nazi comparisons in politics should not be thrown around lightly, but as one Jewish website noted; when a politician suggests following the actual path of the Nazis, it is time to be bold. It is for that reason, that over 10,000 American Jews have signed a “registry” to fight back.

The rhetoric from GOP front-runner Donald Trump has been growing increasingly more alarming and dangerous each day. From calling for a “registry” to track Muslims to proposing an outright ban on Muslim immigrants — the former reality television star appears to have actually crossed the line into total fascist demagoguery and hate speech.

In response, website vs Goliath — an initiative of Bend the Arc — has called on their readers to sign their names condemning the discrimination against the Muslim people. They wrote:

“The idea that any group of American citizens should be singled out, profiled and discriminated against isn’t only profoundly un-American. It’s against everything that we stand for as American Jews.

That’s why we’re creating our own ‘registry’ to fight back. We need thousands of American Jews to be courageous and stand up against Trump’s terrifying plan. By acting quickly and acting together we can get the attention of national media and force Trump to be held responsible.

When we say ‘never again’ we mean it.”
The letter to Trump calls on him to retract his statements and apologize immediately.

“Dear Donald Trump,

When we say ‘never again’ it’s not just about Jews, it’s about everyone.

As an American Jew, I’m adding my name to our own ‘registry’ in solidarity with my Muslim neighbors.

There’s no place for your rhetoric in American politics in the 21st century. Retract your statements and apologize immediately.”
Upon reaching 8,000 signatures, the letter/”registry” was delivered to the Trump campaign, and they say they will deliver it once again when it reaches 20,000. As of Thursday evening, 10,426 people had added their names.

The website also linked to an interfaith letter, for people of any faith to sign in solidarity. The interfaith letter in support of the Muslim community currently has over 13,000 signatures as well.

This is far from the first showing of support and solidarity from the Jewish community to their Muslim neighbors.

The Anti-Defamation League, one of the largest and most well-respected Jewish organizations in the country has been extremely vocal in denouncing the hate speech seeping from the republican leaders and pundits.

“In the Jewish community, we know all too well what can happen when a particular religious group is singled out for stereotyping and scapegoating,” Jonathan Greenblatt, ADL’s CEO said in a statement. “We also know that this country must not give into fear by turning its back on its fundamental values, even at a time of great crisis.”
The American Jewish Committee’s director, David Harris, has also released a statement in solidarity with the Muslim community.

“As Jews who are now observing Hanukkah, a holiday that celebrates a small religious minority’s right to live unmolested, we are deeply disturbed by the nativist racism inherent in the candidate’s latest remarks,” Harris said. “You don’t need to go back to the Hanukkah story to see the horrific results of religious persecution; religious stereotyping of this sort has been tried often, inevitably with disastrous results.”
Other groups such as J Street, the National Jewish Democratic Council and JAC, have also spoken out against the hateful rhetoric, to name a few.

While Trump’s passionate hate and fear mongering is most certainly bringing out the worst in many Americans, it is undeniably also bringing out the best in others, and love will always defeat hate.

Trump’s Willing Executioners

More delicious hysteria.

Rabbi Matthew Soffer writes: And then they came for me” is not the phrase keeping me up at night. We hear so many people speaking out against Trump’s hate speech, including his fellow Republicans Dick Cheney and Paul Ryan. To say, “I did not speak for them because I was not Muslim” doesn’t reflect our reality – people are speaking out. Instead, the phrase that haunts me, the text that pervades my mind, is the title of Harvard Professor Daniel Goldhagen’s controversial book, Hitler’s Willing Executioners.

Goldhagen’s thesis sent shivers down readers’ spines, as he argued against the dominant assumption that the devastation of the Holocaust can be attributed to the actions of Hitler and Nazi leadership. Instead, Goldhagen shined the flashlight on the “ordinary German,” who, he argued convincingly, was ready and willing to engage in the dehumanization and eventual extermination of the Jewish people. What could be more ominous and bleak than the realization that a modern, sophisticated, intellectually advanced society could be “primed” to engage in the most evil, barbaric campaign in the history of the mankind?

I am haunted by the possibility of “willing executioners” in our midst. Huge segments of our own population are receptive to the thesis that Muslims do not belong in America; that the enemy is Islam as a whole. Meanwhile a vast majority of devout Muslims in America live in fear, sandwiched between the radicals who claim to speak for Islam— and who wish to obliterate their allegiance to American freedom— and the growing segment of the American population, now telling them that they are the problem, that their religion and nationality are incompatible.

Last Friday, I joined the Muslim community at the Islamic Society of Boston Cultural Center, during their prayer service. With 1400 worshippers gathering, listening to the peaceful sermon by their Imam Sheikh Yasir, I was joined by a few of my Christian colleagues, as we offered words of solidarity and comfort to conclude their service. I said nothing overly profound— I affirmed the Jewish commandment “v’havta l’rei-echa kamocha— you must love your neighbor as yourself,” reminding them that the community of Temple Israel loves those who love peace; that our clergy are committed to fighting against hate speech; that they are not alone. Afterwards, people lined up to shake our hands, some of whom with tears streaming down their faces. I heard about their everyday experiences — the glances on the T, the unspoken fear they sense in the workplace from their colleagues, the comments they overhear not only in the news but in the streets. They are terrified.

And as I hear countless people around me scared to death by the statements of Trump and other popular figures, my attention turns to the minds and hearts of those who hear hate speech and respond: “Yes!” Is it fathomable that we could be witnessing a “phase 1” of “Trump’s willing executioners”? Will we even know what it looks like if- or God forbid when- history takes its first steps to circle back to lure humanity once again into its abysmal, homicidal propensity? Or will the American people pretend that the mandate to “never forget” is irrelevent when the victims are Muslim?

Why The Gasps?

Steve Sailer writes: “I’m not sure if Scalia’s question is totally true, but, obviously, it’s essential to discuss it to have an intelligent debate on affirmative action. And that’s precisely why it was so shocking that Scalia dared bring it up. Respectability in modern America is proportional to the number of plausible and important ideas you would never dream of mentioning, even if you are a Supreme Court justice or a Presidential candidate.”

Comments:

* When the elite class is captive to a leftist narrative then it’s difficult, actually impossible, for the SC to rule outside of the Overton Window. Now comes Trump and he shifts the window. What do the “conservative” Justices make of what is happening? Can they actually gut AA completely and launch social change in society towards a different future? If they don’t, and if demographics continues to change at the same pace and in the same manner, then AA might very well be locked in forever because the constituent groups will become too powerful to cross.

* The top pro-white legal activist in America is Jewish.

Blum won the Shelby County case described in the news article excerpted below, and the result is that voter ID laws and redistricting maps no longer require federal government “pre-clearance.” Voter ID laws decrease NAM turnout by about 5%, and suck energy out of the Democrats who have to spend time and money getting people IDs to partially counteract the laws.

Fisher, depending on Justice Kennedy, could go as far as ending affirmative action completely. More likely it will be yet another rollback confined to public schools, ending the loophole used by TX and CA that autoadmit anyone in the top x% of their high school class, no matter how low their test scores.

Yet another Blum case, Evenwal v. Abbot, which was argued yesterday, would allow legislative districts to be done by voter population rather than by gross population. Shamefully, the Texas GOP establishment led by Greg Abbot is fighting against the lawsuit.

If Blum wins on this third case, the net result is the number of safe Hispanic and Asian districts Republicans would have to create would fall as much as 2/3%. So three Hispanic districts in San Antonio could be combined into one district, and two new suburban or rural white districts would then replace them elsewhere.

Blum has also worked against expansion of disparate impact theory and this.

Special Report: Behind U.S. race cases, a little-known recruiter
SOUTH THOMASTON, Maine | By Joan Biskupic

Sometime in the next few months, the U.S. Supreme Court will decide two cases that could fundamentally reshape the rules of race in America.

In one, a young white woman named Abigail Fisher is suing the University of Texas over affirmative action in college admissions. In the other, an Alabama county wants to strike down a law that requires certain states to get federal permission to change election rules.

If they win, the names Fisher and Shelby County, Ala., will instantly become synonymous with the elimination of longstanding minority-student preferences and voting-rights laws. But behind them is another name, belonging to a person who is neither a party to the litigation nor even a lawyer, but who is the reason these cases ever came to be.

He is Edward Blum, a little-known 60-year-old former stockbroker.

Working largely on his own, with the financial support of a handful of conservative donors, Blum sought out the plaintiffs in the Fisher and Shelby County cases, persuaded them to file suit, matched them with lawyers, and secured funding to appeal the cases all the way to the high court. Abigail Fisher is the daughter of an old friend of Blum’s – a man who happened to call when Blum was in the midst of a three-year search for a white college applicant who had been rejected despite solid scores. Blum eventually got Shelby County to file suit after trolling government websites and cold-calling a county official.

Blum introduced Fisher’s father and Shelby County officials to the same high-priced but politically sympathetic Washington lawyers, who agreed to work for a cut rate to be billed to Blum’s backers.

Over the past 20 years, Blum has similarly launched at least a dozen lawsuits attacking race-based protections. In addition to the Fisher and Shelby County cases, two other Blum-backed cases reached the Supreme Court. One struck down majority-black and majority-Latino voting districts in Texas. The other prompted the court to suggest it might eliminate a major portion of the Voting Rights Act of 1965, which the conservative-majority bench may now be poised to do in the Shelby County case.

Blum was born in Benton Harbor, Mich., and moved around as a child. His father, Joseph, was a salesman, mainly of shoes. …He speaks in plain-Midwestern tones sprinkling his conversation with the Yiddish word emes (pronounced “EM-ess”), which means “truth.” A 1973 graduate of the University of Texas, Blum said he started out as a Democrat, but by the early 1980s began reading the neoconservative Commentary magazine and changed his views.

* Scalia’s point is well supported by a large amount of data. Here’s an article adapted from a book on how affirmative action hurts blacks and hispanics by mismatching them with colleges where they can’t keep up, increasing their risk of dropping out, and making them switch to easier majors.

The article also supports the observations of Desiderius and Aristippus:

Black college freshmen are more likely to aspire to science or engineering careers than are white freshmen, but mismatch causes blacks to abandon these fields at twice the rate of whites.

So a 120IQ black guy who might have earned a lucrative petroleum engineering BS from Texas A&M instead gets lured to Brown or Georgetown, can’t hack any sort of science major, and instead gets a worthless degree in Sociology or African American Studies.

* The elite is a PRODUCT of an educational system which has narrowed down what is acceptable opinion. In the Soviet Union not every member of the Communist Party nor every apparatchik nor every powerful party member believed in the official dogma but they were trapped by it for any deviation would allow their enemies to destroy them for not being Marxist enough.

When self-interest aligns with mouthing the official ideology, then truth telling or dissent comes at a very high price and many aren’t willing to pay that price, so they simply go along to get along.

To your point, there certainly are people in the elite who are true believers but there are also people who hold to private truths as they utter public lies in order to advance in a system where public lies color everything.

* Blacks are poor with low social status. Like immigrants they dream of their kids becoming professionals – doctors, lawyers and engineers – because these are careers that guarantee social status and entry to the upper-middle class.

I wonder how many black parents dream of their kid becoming an African-American studies major. I’d guess the number is not that high.

Where Are The Bush Fans?

Comments to Steve Sailer:

* I want to expand my horizons and read some Bush and Rubio and Kasich supporters praising their candidates but I’m at a loss as to what publications have comment sections dominated by fans of these guys. Every site I find with comments sections seems to be filled with people ripping the establishment guys. Where are the redoubts for the Bush fans?

* To hell with Israel. But not in a bad way. I’m just tired of them being the only white country allowed to get away with what every other white country should be allowed to get away with, and what every non-white country is allowed to get away with.

* The Golan is an official part of Israel and has been since 1981. International recognition is irrelevant.

Another illustration of the problems which stem from dumping the old American policy of recognizing the de facto government and de facto borders in all cases in peacetime, since they are the ones who are actually governing and the borders that actually matter.

American maps in 1941 recognized Europe the way it actually was – we didn’t pretend Poland and Austria still existed, Slovakia was not independent, that North Transylvania was still part of Romania, or that France had not signed a treaty giving Germany Alsace-Lorraine again.

That is the refreshing thing about being neutral. You don’t have to take sides and can just work with the facts on the ground while expressing sympathy all around to everyone’s point of view.

* I couldn’t figure out why other Arab countries (Saudi Arabia, UAE, Oman, etc.) weren’t taking in refugees, so I started digging. Hijrah is jihad by emigration. It means moving to a new land in order to bring Islam there and is considered in Islam to be a holy and revered action.

“And whoever emigrates for the cause of Allah will find on the earth many locations and abundance, and whoever leaves his home as an emigrant to Allah and His Messenger and then death overtakes him, his reward has already become incumbent upon Allah.” (4:100)

So if a Muslim dies in the process, that’s essentially the same as being a suicide bomber, his reward is automatic.

This explains the great eagerness to undertake such a perilous journey. Muhammad and his followers emigrated from Mecca to Yathrib/Medina in 622 CE. It was there that he became a military leader. This is where all the commands to commit violence against unbelievers originate from. It’s important to note that the Islamic calendar marks this as the beginning of Islam.

This current massive hijrah was announced last January although few paid the announcement much attention. A supporter (or member) of ISIS uploaded a document in Arabic that urged Muslims to get to Libya for its proximity to southern Europe and for the important tactical value of its illegal immigration circuits to facilitate infiltration Europe In February, transcripts of telephone intercepts published in Italy said ISIS was threatening to send 500,000 migrants as a “psychological weapon” against Europe.

The Italian Minister for the Interior, Angelino Alfano, said at the time, “If the militias of the Caliphate advance faster than the decisions of the international community how can we put out the fire in Libya and stem the migration flows? We are at risk of an exodus without precedent.”

Also in February, the Turkish intelligence service warned police that up to 3,000 trained jihadists were seeking to cross into Turkey from Syria and Iraq and then travel through Bulgaria and Hungary into western Europe. From Syria, to Hungary, then into the rest of Europe.

Sound familiar? In May, a Libyan government adviser warned that Islamic State operatives were being “smuggled to Europe in migrant boats.” ISIS is profiting from the human trafficking trade, forcing boat owners to hand over their profits or be killed. Some ISIS operatives are already sheltered in safe houses in the south of the Europe. Groups of men, 17 to 25, from Palestine and Syria, cross into Bulgaria and from there move into the rest of the EU. A former Al Qaeda double agent told the BBC that he knew of two Egyptian brothers who reached Italy from Libya, accompanied by men who were “deeply religious and fluent in Italian and French.”

Go watch the videos of those “refugees” again. How many of the “refugees” are 17-25 year old men? If that doesn’t convince you, we already know terrorists are coming through with the waves of refugees: a week ago five men were arrested attempting to cross the Bulgarian border all carrying videos of beheadings and other IS material
