RCC Vs. Meir Kin III

I’m new to all of this, so please help me understand how this works:

The RCC issued a seiruv on a guy Meir Kin because of his divorce. And a seiruv means he can’t get an aliya in shul, can’t be counted in a minyan, etc. And the idea is to put social pressure so he goes along with their divorce program.

And then at the same time there is a guy who’s been arrested in an FBI sting for soliciting sex with a minor, & that guy gets a job with the RCC.

Am I missing something? Does the sex offender David Mazlin get to be counted in a minyan & have an aliya? Is there social pressure for him to only be sexually attracted to adults?

I’m assuming I must be missing something, because if this were true it would just be so crazy & make no sense whatsoever…
