What’s So Shocking About The CIA Protecting Some Drug Smugglers?

I just finished Nick Schou’s satisfying (in most respects) book on investigative journalist Gary Webb and I need to know what’s wrong with the CIA protecting the odd drug smuggler so long as the ends the CIA seeks are more important than the fate of a few smugglers?

America got into bed with Joe Stalin during WWII. I assume the CIA therefore worked with the biggest genocide maker of the 20th Century. So what’s wrong with the CIA protecting drug smugglers to aid the Contras in Nicaragua? If aiding the Contras was a bad idea or a good idea, it doesn’t matter much if the CIA protected a handful of drug dealers.
