While it would be a worrisome intelligence failure if the government missed obvious warning signs, William McCants, a former State Department official who worked on countering violent extremism, said the alternative \u2014 that there were no signs at all \u2014 would be worse. \u201cIt would mean that ISIS fans are learning to be less vocal in their fandom to avoid detection, making them much harder to identify and stop an attack,\u201d said Mr. McCants, author of \u201cThe ISIS Apocalypse,\u201d a new history of the Islamic State.As a result, the San Bernardino massacre may presage a bitter new reality in the United States. \u201cIt\u2019ll gradually dawn on people,\u201d said Bruce Jones, a former United Nations official and the director of foreign policy at the Brookings Institution, \u201cthat we\u2019ll be living for a long time with the possibility of low-level attacks that can never be predicted and can rarely be prevented.\u201d<\/p><\/blockquote>\n
