What matters is that that the drug epidemic is not having a disparate impact.<\/p>\n<p>Excitedly <a href=\"http:\/\/www.nytimes.com\/2015\/10\/31\/us\/heroin-war-on-drugs-parents.html\" onclick=\"_gaq.push(['_trackEvent', 'outbound-article', 'http:\/\/www.nytimes.com\/2015\/10\/31\/us\/heroin-war-on-drugs-parents.html', 'reporting']);\" >reporting<\/a> that &#8220;nearly 90 percent of those who tried heroin for the first time in the last decade were white&#8221;\u2014yay!\u2014the <em>Times<\/em> claimed that, with white kids dying from heroin overdoses, their parents are taking a &#8220;more forgiving approach&#8221; to heroin addiction.<\/p>\n<p>Assuming that&#8217;s even true, are grieving parents the best source of public policy recommendations? If we&#8217;re basing our drug policies on the feelings of parents whose kids overdosed on drugs, how about having the parents of kids who have been raped and murdered write our death penalty laws?<\/p>\n<p>Columbia professor<a href=\"http:\/\/www.law.columbia.edu\/fac\/Kimberl%C3%A9_Crenshaw\" onclick=\"_gaq.push(['_trackEvent', 'outbound-article', 'http:\/\/www.law.columbia.edu\/fac\/Kimberl%C3%A9_Crenshaw', ' Kimberl\u00e9 Williams Crenshaw']);\" > Kimberl\u00e9 Williams Crenshaw<\/a> [<a href=\"mailto:crenshaw@law.columbia.edu\">Email her<\/a>] lamented that if only whites had been dying of heroin overdoses sooner, &#8220;the devastating impact of mass incarceration upon entire communities would never have happened.&#8221;<\/p>\n<p>The implication that black people have always had a more &#8220;forgiving&#8221; approach to drugs\u2014and whites are finally catching up\u2014is insane. Black leaders have been begging for more aggressive drug laws forever.<\/p>\n<p>In the &#8217;90s, members of the Congressional Black Caucus repeatedly held hearings on the crack epidemic, crime and drugs. Rep. Charles Rangel, D-N.Y., <a href=\"http:\/\/webcache.googleusercontent.com\/search?q=cache:vvhPFyONVYoJ:njlaw.rutgers.edu\/collections\/gdoc\/hearings\/8\/87601220\/87601220_1.pdf+&amp;cd=4&amp;hl=en&amp;ct=clnk&amp;gl=us\" onclick=\"_gaq.push(['_trackEvent', 'outbound-article', 'http:\/\/webcache.googleusercontent.com\/search?q=cache:vvhPFyONVYoJ:njlaw.rutgers.edu\/collections\/gdoc\/hearings\/8\/87601220\/87601220_1.pdf+&amp;cd=4&amp;hl=en&amp;ct=clnk&amp;gl=us', 'called']);\" >called<\/a> drug traffickers &#8220;a greater threat to our national security&#8221; than Communists. In March 1987, The <em>Miami Herald<\/em> told the story of an African-American woman who called the police on her own son, telling them to arrest him, when his drug habit led him to <a href=\"http:\/\/pamelageller.com\/2013\/07\/trayvon-martins-involvement-in-local-burglaries-covered-up-by-media-school-police-prosecutors.html\/\" onclick=\"_gaq.push(['_trackEvent', 'outbound-article', 'http:\/\/pamelageller.com\/2013\/07\/trayvon-martins-involvement-in-local-burglaries-covered-up-by-media-school-police-prosecutors.html\/', 'burglarize homes']);\" >burglarize homes<\/a> in their <a href=\"http:\/\/conservative-headlines.com\/2014\/05\/race-hustlers-humiliated-as-innocent-victim-of-armed-homeowner-is-caught-burglarizing-another-house\/\" onclick=\"_gaq.push(['_trackEvent', 'outbound-article', 'http:\/\/conservative-headlines.com\/2014\/05\/race-hustlers-humiliated-as-innocent-victim-of-armed-homeowner-is-caught-burglarizing-another-house\/', 'neighborhood']);\" >neighborhood<\/a>.<\/p>\n<p>By contrast, the <em>Times&#8217;<\/em> big ideas for reducing heroin addiction in America are: (1) stop stigmatizing drug use; (2) stop imprisoning drug offenders; and (3) make a heroin antidote, naloxone, widely available, so Americans are prepared when their friends and relatives overdose.<\/p>\n<p>The <em>Times<\/em> objects to <a href=\"http:\/\/www.vdare.com\/articles\/liberals-are-more-afraid-of-stigmatizing-the-insane-than-the-occasional-mass-murder\">stigmatizing<\/a> behavior only when it doesn&#8217;t really mind the behavior. It never advocates a &#8220;forgiving approach&#8221; toward things the <em>Times<\/em> dislikes. There will be no &#8220;forgiving approach&#8221; to <a href=\"http:\/\/www.theguardian.com\/world\/2010\/jan\/28\/scott-roeder-abortion-doctor-killer\" onclick=\"_gaq.push(['_trackEvent', 'outbound-article', 'http:\/\/www.theguardian.com\/world\/2010\/jan\/28\/scott-roeder-abortion-doctor-killer', 'abortion-doctor killers']);\" >abortion-doctor killers<\/a>, <a href=\"http:\/\/www.catholicleague.org\/cover-up-at-nyt-and-wash-post\/\" onclick=\"_gaq.push(['_trackEvent', 'outbound-article', 'http:\/\/www.catholicleague.org\/cover-up-at-nyt-and-wash-post\/', 'Catholic priests']);\" >Catholic priests<\/a> who molest children or corporate polluters\u2014though those behaviors may also result from a &#8220;disease.&#8221;<\/p>\n<p>Instead of trying to prevent abortionists from being shot, why not give them bulletproof vests?<\/p>\n<p>Rather than stigmatize priests who molest kids, shouldn&#8217;t we put them in &#8220;diversion&#8221; programs, and have STD antidotes available for the molested children? And do we have to use such loaded term as &#8220;molest&#8221;?<\/p>\n<p>How about &#8220;compassionate counseling&#8221; for socially irresponsible corporate conglomerates? Lets try recasting them in a less stigmatizing light\u2014avoiding words like &#8220;polluter&#8221; or &#8220;contaminate,&#8221; and instead using terms that convey a chronic condition, like &#8220;rent seekers&#8221;?<\/p>\n<p>If the <em>Times<\/em> had any genuine interest in reducing drug addiction, I suspect the paper would prefer the &#8220;stigmatizing&#8221; approach. It might even advocate policies to stop drug addiction, rather than policies to treat it.<\/p>\n<p>As Rangel said in a <a href=\"http:\/\/www.c-span.org\/video\/?33562-1\/urban-issues\" onclick=\"_gaq.push(['_trackEvent', 'outbound-article', 'http:\/\/www.c-span.org\/video\/?33562-1\/urban-issues', '1992 speech to the National Press Club']);\" >1992 speech to the National Press Club<\/a>: &#8220;We all know that the availability of heroin and cocaine on our streets is because our borders are a sieve. I would like to believe that if the communists were still alive and well, and they were pushing bombs into communities that could cause the havoc, the pain and the cost that drugs are, that somehow the Secretary of State &#8230; would be involved.&#8221;<\/p>\n<p>Rangel is right. The drug problem exploded in the U.S. after we opened our southern border to one of the world&#8217;s major drug-supplying countries: Mexico. The vast majority of all drugs in America\u2014heroin, cocaine, marijuana and, increasingly, <a href=\"http:\/\/www.vdare.com\/posts\/operation-pipeline-express-a-complete-dhs-fail\">methamphetamine<\/a>\u2014are brought in by the people of Mexico, who make our country a more diverse tapestry of cultural richness.<\/p>\n<p>In 2010, 38,329 people died from drug overdoses, twice the number a decade earlier. More people died of drug overdoses than from <a href=\"http:\/\/www.vdare.com\/articles\/diversity-is-strength-its-also-drunk-driving\">automobile accidents<\/a> (30,196), murders (13,000) or gun accidents (700).<\/p>\n<p>About 90 percent of heroin in the U.S. is brought in by Mexicans. In 2013, U.S. authorities seized 2,162 kilograms of heroin coming across our southern border\u2014compared to 367 kilos in 2007. The government has estimated that 660,000 Americans are using heroin and more than 3,000 are dying of it every year\u2014because Mexico is <a href=\"http:\/\/www.independentsentinel.com\/epidemic-proportions-mexican-farmers-flooding-u-s-with-lethal-heroin\/\" onclick=\"_gaq.push(['_trackEvent', 'outbound-article', 'http:\/\/www.independentsentinel.com\/epidemic-proportions-mexican-farmers-flooding-u-s-with-lethal-heroin\/', 'boosting the supply']);\" >boosting the supply<\/a>.<\/p>\n<p>And yet in a major front-page article about America&#8217;s &#8220;heroin crisis&#8221; last weekend, the <em>Times<\/em> never mentioned Mexico.<\/p>\n<p>Even when Mexicans dump illegal drugs on our country, it&#8217;s America&#8217;s fault. As the <em>Times<\/em> <a href=\"http:\/\/www.nytimes.com\/2015\/08\/30\/world\/americas\/mexican-opium-production-rises-to-meet-heroin-demand-in-us.html\" onclick=\"_gaq.push(['_trackEvent', 'outbound-article', 'http:\/\/www.nytimes.com\/2015\/08\/30\/world\/americas\/mexican-opium-production-rises-to-meet-heroin-demand-in-us.html', 'explained']);\" >explained<\/a> in an Aug. 30, 2015, article, Mexico increased opium production by 50 percent in 2014, &#8220;the result of a voracious American appetite.&#8221;<\/p>\n<p>In what other circumstances do we absolve the seller of a dangerous product because a buyer exists? It&#8217;s not the hit-man&#8217;s fault\u2014that lady wanted her husband dead.<\/p>\n<p>In any event, the &#8220;appetite&#8221; argument may work for pot, but America did not place an order for black tar heroin. According to a DEA agent <a href=\"https:\/\/www.washingtonpost.com\/world\/tracing-the-us-heroin-surge-back-south-of-the-border-as-mexican-cannabis-output-falls\/2014\/04\/06\/58dfc590-2123-4cc6-b664-1e5948960576_story.html\" onclick=\"_gaq.push(['_trackEvent', 'outbound-article', 'https:\/\/www.washingtonpost.com\/world\/tracing-the-us-heroin-surge-back-south-of-the-border-as-mexican-cannabis-output-falls\/2014\/04\/06\/58dfc590-2123-4cc6-b664-1e5948960576_story.html', 'quoted']);\" >quoted<\/a> in <em>The Washington Post,<\/em> Mexican drug pushers stand outside American <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/articles\/A32296-2004Jul6.html\" onclick=\"_gaq.push(['_trackEvent', 'outbound-article', 'http:\/\/www.washingtonpost.com\/wp-dyn\/articles\/A32296-2004Jul6.html', 'methadone clinics']);\" >methadone clinics<\/a>, selling their wares. Hey, <em>se\u00f1or<\/em>, have you heard of this?<\/p>\n<p>Despite the <em>Times&#8217;<\/em> neurotic obsession with the racial breakdown of heroin users, it seems sublimely uninterested in the ethnic composition of heroin pushers. This is more than the left&#8217;s usual affection for criminals.<\/p>\n<p>Contrary to the clich\u00e9s, most drug dealers aren&#8217;t black: They&#8217;re Hispanic. In 2013, 48 percent of drug offenders in federal prison were Hispanic. Only 27 percent were black and 22 percent white.<\/p>\n<p>All the left&#8217;s blather about drug laws being used to lock up <a href=\"http:\/\/www.vdare.com\/posts\/jargon-alert-black-bodies-as-innocent-victims\">&#8220;black bodies&#8221;<\/a> is a lie. Once again, the left is using African-Americans as a false flag to push policies that help Democrats, but hurt black people.<\/p>\n<p>The <em>Times<\/em> doesn&#8217;t <a href=\"http:\/\/www.vdare.com\/posts\/ethnic-cleansing-in-south-central-la\">mind<\/a> black <a href=\"http:\/\/www.vdare.com\/articles\/in-los-angeles-hispanic-gangs-ethnically-cleansing-black-neighborhoods\">neighborhoods<\/a> being seized by <a href=\"https:\/\/www.vdare.com\/posts\/azusa-13-gangsters-are-sentenced-for-anti-black-conspiracy\">Mexican drug cartels.<\/a> It doesn&#8217;t mind if more <a href=\"https:\/\/www.vdare.com\/posts\/why-did-middle-aged-white-death-rates-increase-from-1998-through-2013\">white people die from heroin overdoses.<\/a> The <em>Times<\/em> just wants to increase the number of Hispanics out of prison, on their way to citizenship, so they can start voting for the Democrats.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>From Ann Coulter at VDARE: See, much earlier, by Sam Francis: What We Really Get From Mexico, November 21, 2002.
